Analysis

Last 4 earnings calls · through Q2 FY2026

American Water's model is unchanged: spend $3 billion a year on pipes and treatment, then get it back through rate cases and grow earnings steadily. What is shifting is how much regulators let it earn, and how much has to be paid for with borrowed money and new shares. How much of the 2026 to 2030 build is paid for by selling new shares?

  • The spend-and-recover machine is still running at full speed.

Management affirmed 8% earnings growth for 2026 on a rate base growing 8% to 9%. The three cases completed this year recovered nearly all of the capital spent, which is what turns construction into earnings.

  • Regulators are trimming the return, not the spending.

Pennsylvania's order granted $75 million of the $160 million it asked for and an allowed return of 9.55%, and it has now gone two straight cases without a settlement. The work goes on; what shrinks is what it earns on it. How does the return Pennsylvania allowed compare with its other states?

  • The build leans harder on outside money than on the business.

First-half construction of $1.5 billion was only two-thirds covered by cash the business generated, and the plan leans on $2.5 billion of share sales through 2030. A tax change handing back cash it expected to pay eases part of that. Will the freed-up tax cash reduce how many new shares it has to sell?

Bullish
  • Regulated capital investment
The bull case rests on a capital plan regulators mostly allow into rate base, so spending on pipes and treatment turns into earnings rather than stranded cost.
  • Acquisition pipeline
Growth also comes from buying small water systems, and management has closed more of these deals than its own timetable assumed, adding customers without building them.
  • Diversified state regulation
The company argues that operating across fourteen states spreads regulatory risk, so a weak outcome in one commission is offset by constructive treatment elsewhere.
Bearish
  • Rate awards below requests
The bear case says commissions grant far less than the company asks for, so each dollar of new investment earns a smaller return and arrives later than the filing implies.
  • Financing the capital plan
Capital spending exceeds internally generated cash by a wide margin, so every year of growth has to be financed with new debt and newly issued shares.
  • Share count dilution
Because the share count keeps rising, total profit must grow faster than the per-share target for each share to earn what the plan promises.
